I had occasion to use a series of books by Thomas Spratt entitled Men in Gray Interments
The table of contents in the first book in the series started with a cemetery list with no location given: did not include the name of the county or independent city in Virginia as part of the name. The next section of the book was the list of tombstone records individually and counties were named here. This was followed [usually] by a bibliography, and index. Volumes 18 & 19 had counties listed beside each cemetery name in the table of contents. Best bet, start at the back of volume 16, which has a list of all the previous volumes and lists their cemeteries with their county location. Index in each volume is surname only.
